1st Child Empowerment Day observed in North District
Mangan, 14th March: The 1st “Child Empowerment day” was observed at Chungthang GPU and Tingchim Chaday GPU, North Sikkim, today.
ADC Chungthang Shri Hem Sagar Kaphley chaired the meeting at VAC Chungthang which was attended by the Panchayat President-cum-Chairperson,VLCPC, Shri Chungchung Lepcha, DCPO, North, Smt. Wendy Lepcha, SIRD Field Facilitator and members of the Village Level Child Protection Committee (VLCPC) of the GPU.
Shri Kaphley requested the committee to be proactive in their roles and work towards the protection of child rights. He encouraged them to report and extended his full support on any issue pertaining to child rights. The DCPO North highlighted on the provisions of Juvenile Justice Act and how the structures established under the Act i.e the District Child Protection Unit, Child Welfare Committee functions towards protection of child rights in the district.
The Panchayat President expressed his intention to guide and lead the Village Child Protection Committee wholeheartedly and requested the members to work diligently as child protectors of the GPU.
Simultaneously, the Village Level Child Protection Committee of Tingchim Chaday GPU observed the day in the presence of Panchayat President-cum-Chairperson, VLCPC, Shri Sarki Bhutia, Chairperson,CWC, North, Smt. Mingma Doma Bhutia, members of the VLCPC and children of the GPU. The roles and responsibilities of VLCPC and Child Welfare Committee and further plans to empower the GPU were discussed.
The “Observance of Child Empowerment day” is an initiative of SIRD, North wherein the 25 GPUs of the State identified as “Child Empowering GPUs” have to observe this day on the 14th of every month. The Village Level Child Protection Committees established by the District Child Protection Units under Child Protection Scheme, Social Justice and Welfare department take the responsibility to organize Child related activities and child rights related programmes on this day. The Committee also have to ensure the setting up of “Child Empowerment centres” for which, 4 GPUs of the North District have been identified by State Institute of Rural Department and Panchayati Raj (SIRDPR), Rural Development Department, Government of Sikkim in coordination with the District Child Protection Unit, North & Block Level Child Protection Committees under Child Protection Scheme, Social Justice and Welfare Department. The Centre has been funded under Rashtriya Gram Swaraj Abhiyan (RGSA), Ministry of Panchayati Raj, Government of India. The objective is to provide safe space for children of the GPU and to cater to their developmental, educational or other needs.
